Well, if giving flowers is an insult, Putin is certainly a serial offender. Over the years he has “targeted” dozens of people with those bombs of masculinity. I tried to search for the video I saw on youtube. It was titled, if giving flowers is a crime, Putin is a serial offender. But I did find this one. I didn't actually see the video just the title and skipped over it. But youtube will not show me the video. Everything came up about him and flowers but the one I searched for. The last paragraph is a little exaggerated. Putin has always given flowers out. When his wife gave birth to their first child, he also gave her flowers.
